During the conclusion of the ancient Keyblade War, the X-blade splintered into thirteen fragments of darkness and seven shards of light that make up the Princesses of Heart. Xehanort plans to clash his 13 darknesses with Mickey’s 7 lights in order to reforge the X-blade, whose members don’t necessarily have to be possess fragments and shards from the legend or Keyblades. According to various dialog, anyone can be a candidate for being a Seeker of Darkness or Guardian of Light. It is up to Master Xehanort and Mickey/Yen Sid to choose who these individuals will be. This goes without saying that Mickey is likely to choose his Keyblade companions rather than say Bambi. So although anyone is a candiate, it makes sense plot wise to choose someone strong, wielding a keyblade, and a previous character of the series. Also, just because 7 Lights and 13 Darknesses are needed to reforge the Keyblade doesn’t mean only 20 characters will be present during the final fight.
Seven Guardians of Light
Technically, no Guardians of Light have been confirmed, but I can guarantee three candidates due to the events so far i.e. Sora, Riku and Mickey. In Kingdom Hearts 3D: Dream Drop Distance, Mickey announced that himself, Sora, Riku, Ventus, Aqua, and Terra would make up the Seven Guardians of Light. But just because Mickey mentioned a few names doesn’t’ necessarily make them a Guardian of Light. Nomura has mentioned this may not be the case. Whether Mickey can gather those names before the final battle is questionable. Kairi is a likely candidate due to the secret ending “Another Guardian of Light” which featured Kairi. Lea is also a likely candidate. Why else make him a Keyblade Wielder in such a short amount of time. Coincidence maybe? Roxas was shown in the opening scene of Kingdom Hearts 3D fighting Master Xehanort along with Mickey, Sora, Riku, Aqua, Terra, and Ventus, possibility symbolizing the Seven Guardians of Light. Although Terra is a candidate as a Guardian of Light, he may be a Seeker of Darkness due to Xehanort possessing his body.

Thirteen Seekers of Darkness
The Thirteen Seekers of Darkness are also known as the True Organization XIII. The original goal of Organization XIII was to collect vessels that would harbor Master Xehanort’s heart and clash against the Seven Guardians of Light to reforge the X-blade. Currently, Master Xehanort, Young Xehanort, Ansem (Seeker of Darkness), Xemnas, Braig (Xigbar), and Isa (Saix) are confirmed to be members of the Thirteen Seekers of Darkness. It is also likely that the four members of Organization XIII whose original names ( the names they possess before becoming nobodies ), weren’t revealed, will be a part of the True Organization XIII due to their unknown back-story. Marluxia’s nobodies make an appearance in the Kingdom Hearts 3 world, Kingdom of Corona, which emphasize their return or at least Marluxia’s return. Note: According to Nomura, the enemies in a particular world indicates who has visited that world, meaning Marluxia visited the Kingdom of Corona. Vanitas is also a candidate, because it makes sense plot-wise and his brief appearance in Kingdom Hearts 3D: Dream Drop Distance. Terra is a likely candidate as well, but is also a candidate for being a Guardian of Light if Sora and co. can save him before the final battle.
