fighting him in KH2:FM+ was not cannon (Meaning it had nothing to do with the story)
It was there as an example of future Kingdom Hearts Games and how other characters will be like in them. In this case, it was "Terra" jumping/flying around swinging his Keyblade better than you can making fans go "wow" "awesome" etc.
Seeing how during this time it was KH1, KH:COM and KH2, all Sora Stories. We have been stuck with his 3 hit combo and his attack abilities abilities and we always want more.

btw, Terra is one of the Characters in BBS. He is one of the 3 roles who places an important part of the story.

Found it, this "Terra" was dubbed "Enigmatic Soldier" in KH2:FM+

 

He's also known as 'Lingering Sentiment'.

I think the Terra battle is comparable to the battle with Xemnas in Final Mix -- it really has nothing to do with the story, just to build anticipation for the next game.

 

Its not Terra. Its the Lingering Sentiment.

Really Terra is not in kh2 fm. its just his body armor, but it like has a soul. So you might see it in the second game like u see xmness, but i dont think soo.

 

that 'Lingering Sentiment' is Terra's soul inside his armor, caused when MX placed his heart in Terra's body to create the Xehanort we all know from the main KH games. so Lingering Sentiment is Terra, just not all of him.
