      The Composer appoints Game Masters. Game Masters do virtually anything they want within the Composer's rules. The conductor just instructs the Reapers and Game Masters of said rules.

      Just like in an orchestra. The composer writes the music and the conductor interprets and translates the music to the orchestra. Joshua makes the rules and Megumi informs the Reapers accordingly.
