It's been awhile, but memory serves correctly...

-to evolve: you need to fill all the requirements to evolve and after the graduation from the guild(which you should have probably done already) and that special place discovered near there is home to where you can evolve.

-To get legendary pokemon teammates, you need to keep your eyes on the mission board for special missions revealing new locations and such.
