    If i see a popular topic like oh saaaaaaaaaay "favorite type of music," or something along those lines, And its dead, can a new one be started? Or is it just lost to the ages because no one posted in it for a while?

    usually something like that, "Favorite (fill in the blank)" will be Sticky and Sticky threads you are more than welcome to post in regardless of how old they are. If you find a thread that is old but you think should be made Sticky then just send a message to one of the admins and they can make it Sticky for you so that you can post in it.
