It's near the base of the curly hill, that folding out bridge thing. If I can recall, it's a little tombstone/grave which you can examine to fold out curly hill to cross the wall.

 

mm... that's strange.. have you looked both ways?, What fire magic do you have and
try to take a look in the graveyard...

 

Hmm, perhaps there is another elevator which you have to light to take you back. Check Curly Hill for other elevators and examine everything on the walls. There are some doors on the walls, forgot where they take you. It may or may not have relevance to Curly Hill Folding out or may actually take you to the other side.
This is probably the best I can help you since I haven't played KH1 in about 5 months. I'm recalling all this from the top if my head so some tips may not be fact.

yes me to, but i know excactly what you're talking about, that was what i ment.
I have had this problem to, and it was pretty annoying.
There are 3 elevators in halloween town

1 at the graveyard
2 at the curly hill
3 at the end of the bridge (you know )
if you can't find the answer try to examine the coffin in the graveyard or at curly hill (i dont know for sure) it will take you to this little place, where the mayor was, maybe theres something there

 

I think I see your problem, you are unable to activate it unless there are no enemies around and it is peaceful. I had this same problem, it's difficult since there's so many enemies there.

 

RoxasXRiku is right about that. If you're in battle, the bottom action (under items) can't be used. You have to be out of battle for it to work.

But if it won't work, and you're not in battle, then I don't know what's wrong. Although I just remembered something. It won't work until you're chasing after Lock, Shock, and Barrel.

Also, if you are chasing after them and it won't work, the only thing I can think of would be to leave the world and come back again.

 

Yea. The enemies are stopping you from going anywhere. I agree with RoxasxRiku.
