Vexen must have a heartless. He's one of ansem the wise six apprentices. Axel & Larxene should too. Also unknown master, Xemnas controls the sorcerer nobodies while Axel controls the assassins.

 

The Xemnas one is wrong, unless that kind is in FM+. Xemans controls the Sorcerer nobodies. Axel controls the little nobodies that can transform their bodies into spears and stuff. They are all supposed to control a specific group. The group Axel controls is stated in Jiminy's Journal, and if there are any nobodies left that nobody controls, then those would go to Larxene and Vexen.

 

Almost all members of Organization XIII in Castle Oblivion didn't have nobodies that they controlled except Axel and Marluxia(this could be wrong because it could be his final form). Maybe because Xemnas didn't trust Marluxia and Larxene and Axel as Spy to see if they started to against the Organization.

But the reason why Vexen, Zexion, and Lexeaus don't have nobodies that they control, maybe because they have the lowest chair in Where Nothing Gathers (that i think its depending on their deeds to the Organization)

Nope, he controlled Sorcerer. But he actually could control every Nobodies since he's the leader of them (or at least the leader of Organization XIII that controlled nobodies)

 

if u notice, sora goes straight from castle oblivion, to the mansion in twilight town.
I think that maybe nobodies originally spawn from there, & larxy, marly, vexy, zexy, & lexy as a 2nd duty, see that all nobodies emerge safely from this "void," but when axel fulfilled his duty of taking care of the usurpers, he exited this "void" & was given control of the assassins.
