    Mickey - Buy him.
    Sora - Get all the mission crowns, then buy him.
    Dual wielding Roxas - Use the Zero Gear with 3 ability units in mission mode. Or just play the last day.

    EDIT: If I'm right, I give my question away to Shadow*91, since I'm going on vacation soon.

    yes Mickey is buy him, but only AFTER completing the final mission at least once
    Sora is fill the mission gauge in every mission then buy him
    and Roxas is like you said, either final mission or Zero Gear and 3 ability units in Mission mode
