i beleve it is when you have completed 85% of the game and you obtain it in the destiny cup torne

 

You have to get all the other forms and the most likely place to obtain the final form is in the World That Never Was. You get it before you meet Riku.

 

You get it after the cutscene where you fight Roxas in The World That Never Was. You'll get it randomly when you use a drive form, and it's then selectable afterwards (You can get it anywhere in Kingdom Hearts, just as long as it's after the cutscene.) I got mine when I was fighting Xigbar

 

when you say final form, do you mean the master form? if so mickey gives it to you right? its when your in hollow bastion, and you finally get to talk with him.

master form is yellow, and final form is a white form. You can go the whole game without getting it, but you can get it by chance
