In away yes, in a way no. Namine is made up of Kairi's heart but is also created through Sora's Body (since Kairi's heart was in Sora at the time).
but using the nobody description (What's left that the heart leaves behind kind of thing ie the body) Namine would kind of be Sora's Nobody.
But to the answer, Yes you could say she is somewhat Kairi's Nobody

I believe there are no reaction command, maybe just similar to Samurai Nobodies. But without triggering triangle.

But actually u have to press one of the action slots in ur battle menu that the command is in.
