Kira's way did bring peace but he should not have called himself God. He let the power corrupt him. Lelouch was a genious and he was able to bring about world peace.

 

No Kira's belief was a more universal act. Lelouch's was only for the independence of Japan, in a way, Lelouch had secularized ambitions.

Haven't you noticed the amount of illegal immigrants in the US, UK and many other country's? I'm sure if they wanted to commit an act of terrorism they would have easily done so by now.
